Call me a cynic, but I doubt Morgan Creek is going to stop being a bunch of pricks in regards to NIGHTBREED.
The film’s greatest flaw is its pacing – it’s a machine moving from one story beat to the next with no time for any of them to sink in. The extended cut allows for a slower fuse when the story requires it. And there are some weird character beats that were left out that make people and their reactions to things a little more real.

The only other flaws would be some of the visual effects. The practicals are incredible, but some of the compositing is rough, and there are a few matte paintings that are actually terrible. That stuff could be fixed today in an afternoon by some dudes on deviantart. They’d probably do it for free, too.

One assumes the rights to the film would be somewhat worthless to Barker/Seraphim unless Morgan Creek can find the film elements needed to create a print of this hybrid "Cabal" cut.

As for those elements - there are conflicting thoughts regarding the vault materials. Someone at Morgan Creek said that they exist...then said they didn't. I've read in some spots that they exist, but no one knows where, and other people have said that they simply no longer exist. I assume that they exist, and that no one at Morgan Creek feels like sending employees into a warehouse to go looking for something the execs think is absolutely worthless. A cursory search produced nothing - could the internet turn up the heat?

The one detrimental thing I could say about the cut I saw is that it was in terrible condition. This was VHS tape - generations removed from original quality, transferred to DVD, and projected in an auditorium. The film elements were battered, color timing was non-existent, and dialogue fell out-of-sync on a few occasions. Getting that image to look anything like decent would take a miracle. But a hybrid cut utilizing the DVD and the two different workprint tapes will prove an invaluable tool for conforming the negative once the elements are actually located.

Now that the studio is on record saying the film is pretty much worthless to them, how much could they ask for to sell the rights back to Barker?

Just a heads-up. The Occupy Midian link doesn't work.

I'd been interested in seeing this version of Nightbreed, but I was under the impression that no amount of added footage could really remove all (or even most) of the film's flaws. Perhaps I'm wrong. All I know is that I'd be pissed if any restoration removed even a single frame from Cronenberg's scenes. He's really the best part of the movie.
