It's called a Fig rig, after Mike Figgis, who designed it. It's actually a pretty cool little handheld tool.

Don't knock it until you try it!

Nothing wrong with it. I guess people have shot some pretty good video with it. The deal breaker for me is that it doesn't have a bicycle horn on the side. How the hell am I going to get people to clear the way without one?
