Well South Park has always been a hit-or-miss show. The question is whether they come out with more misses than hits. And in their defense, the first half of the season turned out some great episodes with "Over Logging" being a classic. It's a show that's learned to tap into side characters like Butters and Randy while still managing to be fresh and original with Cartman, which is a major feat considering the show has been on the air for twelve years.
It's why I hate the phrase "Jump the Shark" because you never know when a show is going to turn it around. The second and third seasons of "South Park" are pretty weak but they came back and started cranking out brilliant material again. You can't really know if a show has jumped until the series is over.
