No, all great artists are thieves to some extent. Art is a cultural activity, not a solitary one, and attributing greatness to utter, out-of-the-ether originality is a bullshit notion that poets popularized a couple of centuries ago to stroke their egos (as they pilfered and re-tooled the great works of history to their own ends, just as all poets have always done).
More to the point, Rancid made at least two remarkably solid albums on reheated Clash. The difference between them and Owl City is that their work adds some interesting new things to the template. They didn't offer an inferior version of the Clash sound, but a different version of the Clash sound. IMO, Owl City is an inferior version of the Postal Service. Check out the nuance of the production, the intelligence of the lyrics, and the strength of the melodies. The guy who writes and performs as Owl City doesn't add anything new to the Postal Service coloring book; he's coloring within the lines with a smaller box of crayons.
Just because I think this doesn't mean that you should stop listening to it. But I
suspect that most active music listeners who listen to Owl City and then the Postal Service will ultimately come to prefer the Postal Service, since there's more to chew on there.
