In California, they can undermine the dirt under your home sufficiently to contribute to mudslides and foundation damage. Killing any rodent is generally socially acceptable in the states. They're considered pests.

Also, it is possible to protect your roses using large cement bins and wire.

Stick a hose down one of their holes, turn it on. The water will fill up their network. When they emerge either beat their poor animal brains in, or flick'em in a garbage can and relocate. Either way you can use a shovel.

Alternatively, commune with the beasts and come to an understanding about the rose bushes. You'll need a 9th level vegan hippie to do this.

OK, OK, we've been goofy about gophers long enough.

Vader, I searched the web, and found a couple of links for ya:

Critter Repellant

Mole & Gopher Repellent

And if you want high-tech...

Maybe one of these will work for ya. That, or there's always conventional weapons, but that could take years, and cost millions of lives, and do a hell of a number on your rose bush.
