Kudos to a pretty solid season of 24. I'd put it a little bit behind S5 and S2/1st half of S1. So, it's 3rd or 4th, depending on how you count it.
If Tony's evil turn hadn't been handled so badly, the season might have finished out better, but it happened so abruptly and then led to a string of several severely stupid episodes that the (improved) finale couldn't quite redeem them.
I actually liked the finale, for the most part. Sure, it wasn't too action-packed, but I liked that the introspection & navel-gazing this season reached its peak as Jack lay dying. It gives thematic unity to the season, even if it's not terribly exciting.
The "cliffhangers" (Walker's imminent beatdown, Kim's stem-cell donation) actually felt shoehorned into a thoughtful episode, whereas usually the thoughtful pondering is what feels shoehorned into this show. What a switch.
