What are they thinking?

it says:
  1. all duties
  2. uniform throughout the United States (it doesn't say uniform except for the rich)

No he doesn't.

Federal taxes are uniform in the United States, that is, they apply uniformly to all states. It doesn't mean that there should only be one tax rate regardless of income or any other criteria you wish to apply.

I guess I'll do some analyzing here in the way that the supreme court and others tend to use. Namely, interpreting and looking at technicalities. Hmm...it says that duties, imposts, and excises shall be uniform. It does not say anything about taxes from the half-sentence before. I guess duties, imposts, and excises are the only things that are supposed to be uniform.
