converting formats

A festival requires films to be submitted in one of the following formats: HDCAM, 16mm, 35mm

My footage was shot on my Canon XL-1s in Mini DV.

How do I go about putting it onto HDCAM - and what exactly is that? I know, I'm dumb.

HDCam I believe is the format used in the hi-def digital cameras like the F900. They have their own decks so if you have any rental houses in your area you should be able to get one for a day and do a transfer from another format using your basic RCA cables I'd bet. Renting decks can be expensive though, might be tough in Oklahoma but see if you can get an inside man (gender nonspecific) in any local colleges with a media program or TV stations or rental houses to let you use it for an afternoon for free.
