Because it is a fucking stupid, empty phrase.

I only ever understood that comment when directed at vampires or other undead creatures.

What particular situation brought this up, Russ?

I honestly didn't know people kept using this phrase after 1993 or therabouts.

They don't use the phrase as a phrase, i.e. it's not kids saying 'get a life' thinking they sound cool. But I hear it quite often. Then again, I live in Indiana, which may well simply be 15 years behind.
