That's an important distinction, but it's not like there's any real barriers for new people signing up. It's only natural that people with a strong interest in movies (and drafting) flock to the movie drafts. And, if they have a fun time, they'll want to return.
New blood getting injected is a good thing, although I think there's been plenty of diversity of choices in the last few drafts, but I don't see how a moratorium directly gets new blood involved.
What will get new blood involved is a) a quota (say 5 slots for newbies) and b) different topics.

Says you. It's not that hard to put together a list. And you're likely to scramble for replacements anyway when it's gutted in the first round.
