You're on the money - it's read speed.
Gaming on BD is essentially only benefitted by the 50GB capacity, which nobody would ever dare install in it's entirety - in fact the largest install would only ever be of the core components in a game that are used most frequently (freeing up the disc to load less demanding assets). The sad thing is that most developers double up data to make it access quicker (due to how BD reads information) rendering a lot of that space moot!
The problem would have easily been solved by putting 4X BD drives into PS3s from the start, which throw ridiculous amounts of data (constantly), but the cost was so ridiculous initially.
It'll never be a problem for BD video, which i've always assumed you mostly use your PS3 for anyway(?) - since the data transfer on HD audio/video is so tiny compared to gaming. For the heavy gamer, it means managing HDD space occasionally.
