Yes.

Am I crazy or has anyone else read something similiar and could point me to what in the hell book that was?
You may be crazy, but I've read similar. It's entirely possible.

If intelligent life starts bleeping at us, what it's made of is irrelevent because we won't have to go searching for evidence of it. As for non-intelligent life, all we can do is watch from here, and if we come across a planet with stuff in its atmosphere that shouldn't be there, people will ask why. Exotic forms of life would be one of the last options, though.

But when it comes to carbon-based life, we have a good idea what to look for. An abundance of methane or oxygen on a close-in planet would be big hints. It's all about chemistry.

The periodic table has all the natural stable elements, and lot of unstable ones. The only ones are new are not natural. Most of the unstable elements like Technetium either do not exist nature at all or exist in very small amounts. Technetium at 43 is the lightest of all unstable elements. Technetium only exist in nature because of uranium.

Call ME crazy, but I could swear I recall hearing that those giant tube worms that hang out by the vents in the ocean floor are actually sulfur based, or something like that. If memory serves, it was on some TLC special or something. Not that that's intelligent life, but if I'm right & these things really exits, it's a step in the right direction for non-carbon based intelligences being proved possible.

Nope. What you're thinking of are life forms that do not get their energy from the sun (either directly, via photosynthesis, or indirectly via the food chain).
