Writing electronic music

I'm not sure whether this should be in the music forum or this one. My brother's kid wants to write electronic dance music. He's saved up a fair bit of cash but is unsure about what he should buy – hardware and software.

I haven't a clue about any of this. Maybe you guys can point me in the right direction. I take it he'll need a keyboard of some description. I've seen a few about. Some are what I would call full width. Others are cut down to PC keyboard width (octaves are jumped electronically?)

As for software – I've seen a few titles mentioned often. Cubase, Fruity Loops, Ableton etc. Someone once told me Cubase is the market leader but it's also overkill. I don't know how true this is.

Does he need anything else?
