I meant to see this years ago after I saw the first one, but never got around to it. I can see the elements of The Departed that were lifted from this film, and I cringe even more that he won best "original" screenplay for his work, but that's not really the point.
Asian cinema is not my forte, I know very little outside of films that have become popular in Europe or the U.S., so I can't really comment on the performances. They were good, and I have no problems with them, but I can't point out the strongest because I have really no background aside from the few actors I saw in the first Infernal Affairs, for example Anthony Wong Chau-Sang, who was good in both films.
The script is a strong point, and the direction is pretty precise. The way the film is broken up is well done, and keeps the story going at a good pace, skipping years instead of dragging through them, so to speak. The climax is fairly decent, and the way it sets things up for the "first" Infernal Affairs is pretty cool. Well done film, not as good as the first, but actually pretty close. A worthy sequel if there ever was one.
