Sorry to further the derail but this thread confuses me. Only being able to buy alcohol form state operated stores? Curfews? Outright bans? Not being able to drink in public? Is this the US or 1970s Bulgaria?
Sweden also has a state operated monopoly (called Systembolaget) for selling alcohol (over 3.5%) outside of bars and restaurants. On weekdays stores are generally open normal business hours (around 10 AM-7 PM), and a couple of hours on Saturdays (10 AM-3 PM). They are always closed on Sundays, and it wasn't until 2000 that they were allowed to be open on Saturdays.
Norway too, the state operated Vinmonopolet outlets are the only ones allowed to sell anything stronger than 3.5%. The taxes on alcohol are pretty steep, too.
On the bright side, Utah finally legalized homebrewing, so maybe [begin swelling strains of "Johnny Came Marching Home Again"], just maybe, this crazy country could be turning it around... and becoming, I don't know... sane..?

Did your cousin stay? Kind of curious now. Also I've never been to Fort Worth but I live near Houston and we never hear anything this out there happening and trust me, if it did, Wayne Dolchefino would be ALL OVER IT.
I've gotten drunk every time I've been to Salt Lake City. The "membership" fee is essentially a cover charge. Lower-alcohol beer? Drink more beer. And it's the first place I ever found a theater serving beer with first run movies. I saw Bubba Ho Tep and Scotland PA in SLC. A great time.
