It's because they structured the series off of Lost, which is all about continuity, and then started treating everything as if it was wresting, where none of the characters remember what happened six months ago.
It comes from another era of soap-opera-style television where you could insult your audience through laziness and get away with it because no one was really paying attention, yet based itself around a show that's whole premise was focused on the audience paying attention. Kind of flabbergasting actually.
I think the biggest "fuck you audience" (among a long series of "fuck you audience") was when they had season 3 Peter forget about searching for his lost girlfriend (his main motivation in season 2). I think it was that point where I decided I couldn't even enjoy the show on an ironic level and stopped watching.
