It's called a strategy. You could have picked up any rookie over the many weeks before the season ended. I drafted Shonn Green of the Jets last year and had to drop him to make room for injured players and Kolb. Anyone could have picked him with the foresight of using him for next year esp. when it was clear he was being groomed as a starter.
This isn't a new rule. I always look at rookies to draft with who can help me now, towards the end of the year, and the following year. I think it's a great rule that rewards people for drafting rookies and keeping them on their roster.
