Season 1 ended with Dexter killing his brother and Deb traumatized.
Season 2 ended with Doakes dead, motherfucker.
Season 3 ended with Dexter becoming a husband and father.
Season 4 ended with Rita dead.
So IMO seasons 1 and 5 are the only ones that can be even remotely argued that "not much changed" on a plot level. As it turned out Season 1 had a pretty profund impact on the characters, especially Deb. We'll have to see whether Season 5 does the same - as I said previously, if Season 6 doesn't start out with Quinn knowing something of Dexter's secret, I'll be mighty disappointed.

I agree, there is a huge difference between Dexter in the first season and Dexter now. He has grown and changed a lot, I think him smashing the plate when Lumen broke up with him demonstrates that pretty clearly. He cares about people now, he has a son, he's slowly dealing with his father issues, etc. I wouldn't really call that a reset.
