I for one would refuse to give out my name if I'm told it's to be placed on some mysterious "database". Law enforcement abuse is unfortunately rampant, and the cops shouldn't act so shocked when honest citizens no longer trust that they have our best interests at heart.
EDIT: As for being on someone else's property and refusing to identify yourself.. she was leaving their property, and she was a paying costumer. Just because the law gives cover to the officer's abusive and over the line behavior does not give him the moral authority to cuff a mom in front of her children. That is NOT why we empower law officers in the first place. They need to know when to show restraint, because this incident (and the thousands more like it every year) seriously erode our trust in the very institutions they're sworn to protect
