Your general criticisms of this film seem to suggest that you've not seen very many Samurai films. The Zatoichi/Lone Wolf and Cub films are very much exceptions to the normal style of Samurai cinema, which puts a great deal of focus onto the traditions and formalities of the time. Most Samurai films, at least made post 1960, tend to be about people trapped by social constraint, they're dramas rather than action films.

True enough. My general exposure is through the populist and Kurosawa films. There was very little to recommend about this though. My net throwing complaints about it's pacing aside, there was nothing that made it stand out as a 47 Ronin story or a Samurai drama.
