I find it weird that you're claiming that these are the episodes where things happen, because to me these were the worst, slow-to-a-stop episodes from a plot perspective. I didn't give a shit about Stumpy and his family, Brother Justin's adventures were interesting but didn't seem to have much to do with anything (though in retrospect they make more sense) and exposition dump is not the same as plot progression. I actually prefer standalone storylines like "Babylon"/"Pick a Number" if the main plot is going to dole out business this slowly. I mean, what's the actual PLOT of Insomnia? What happens to the main characters? Ben can't sleep. That's it.
