Except there's not a lot the production can do. It's not like there shooting on a private soundstage or backlot where they can really restrict access. They're a large production, shooting in very public places, in a city where something like this doesn't happen very often. Clearly they're going to attract attention, and were likely aware stuff like this would happen.
I obviously don't know the specifics of the location agreement, but generally all you can do is ask people to be courteous, keep clear of the set and refrain from flash photography. If they want to be assholes and walk through the shot, there's not a lot you can really do, legally.
