Just from the quote in the article, it doesn't sound dickish at all.  Just that he wants to announce it soon so that "hopefully" the other projects will back off.  Seems like common sense to not to want to get beaten by the punch, or to split your momentum/audience with another project.

Speaking from personal experience and shared stories, Matt Damon is indeed the nicest dude in Hollywood.
