help!!!! brothers with pyrokenisis

Hey I really need some help. I saw this movie......had to be about 6 years ago. It was about these two brothers who could start fires with their mind. When they were young they burnt down this womans house, not sure if they killed her or not. As they got older one never used his powers but the other did more and more. Eventually he got in the news and became famous. The two have a big fight at the end...i think at a carnnival or something. However even though I remember all that I still can't remember what the movie was called, or who in the hell was in it. So if one of you could tell me it would be oh so helpful. Oh and its not the one with zach from saved by the bell, i think that one is called specimen. thanx!

...And the brothers were Randy and Dennis Quaid, if I remember correctly. Couldn't find anything on IMDB about it, but I know what you're talking about.
