If you see the clip of Mayor Cruz, you can tell that she was shocked by the Homeland Security spokeswoman's "good news" statement.   She was responding to it in the moment.   There was no "coaching" involved.

In times like these I go to the conservative corners of the internet and see how they process this stuff in real time.

In summary:

The San Juan mayor was wrong to say people are dying and the relief effort is insufficient. (They should be happy with what we give them.)

It’s PR’s fault for not having better infrastructure/not saving supplies

PR doesn’t even pay federal income tax, so the aid they’ve already received goes above and beyond what could be reasonably expected.

...


Obviously they avoid focusing too much on what the President actually said, because that’s harder to spin away with dog whistles. Remember folks, if there are still those in your life who actively support this President, they are objectively bad people who we’d all be better off without. I’m sorry for your loss.

I honestly wonder if the President is even aware that the U.S. military has sent field hospitals, generators, food, water, medicine, and thousands of personnel to Puerto Rico. He has no idea. He wasn't in the loop when the decision was made, and he wasn't listening when someone bothered to tell him. He'd be mentioning it in his Twitter tantrums, and his Twitter tantrums are what make the headlines. It's another Trump administration weekend, where bureaucrats go without sleep doing crisis management while the President sits in the dark and nurses his grudges in the next room.

He doesn't know this - unfortunately because, as of the 30th September 2017, it's not true. Trump won in 2016 despite everyone - EVERYONE - seeing every piece of evidence necessary to figure out that he'd be the incompetent, lying, sexist, racist, chaos-fanning dipshit which he has proven to be.
