In my experience that really translates as one action post between GM posts. And an action post is like "My character drives across town.". That is to prevent someone from making six cell phone calls, doing a driveby, and then going out to grab a bite and chat up an informant in one post. Now you are probably welcome to post as much dialog as you want between two or more characters that are together or on the phone.
As far as taking liberties with speaking for other PC's, I wouldn't recommend it at all unless it's a small thing or you have discussed it with the other player before hand. You could probably safely post another action in your situation as long as it wasn't huge.
Like I couldn't really do anything until either my meeting comes up (which Katanga would have to post) or the "security agents" show up (which I think again K would post). But I could safely chat up an NPC or maybe even call a PC if I had reason.
