Keep in mind that the business in this story are paying an AVERAGE of $600 in unemployment taxes per person for the year.

That would fall under SUTA, the state unemployment tax. Apparently Utah's is much cheaper than elsewhere. FUTA (Federal) is uniform, as fair as I know.
