How about Argyle in Die Hard? Sits in the basement for the whole movie only to coldcock Theo (who was pretty much the only threat left) and smash up the gate at the end. Useless.

Gotta go with Steven Segal's character in "Executive Decision". All the previews hyped him up as the major actor in the movie, then he died TEN MINUTES into the movie!
