I hate those laws that make them put french on everything, even my DVD's, in the west hardly anyone speaks french.

It's because the QG makes the companies offering the contests fill out the paperwork in both languages and there's also certain hoops that they have to jump through, so all in all its just a pain in the ass not worth going through. Nationally there's very few problems but locally everything has to be approved on a case by case basis.
