It's also a riff on Stalin's "one death is a tragedy, a million deaths is a statistic". Nothing new under the sun.

It's the terrorism bit that's timely.

Yeah, Stalin also said that "in the Russian army, it takes more courage to retreat than advance." There again the Russians had 2 choices-be shot by the Germans, or by their own commissars. Some incentive to stay in the Red Army...
