Poppy Z. Brite did a story like that called "CALCUTTA, PRINCE OF NERVES". Zombies are walking around the cities in India and are ignored by the powerful, strong, and rich, because the zombies attack the weak and poor who are most vulnerable to them, which provides a valuable service to the upper class. Also, though I refuse to read the script to LAND OF THE DEAD because I want it to be fresh when I show up next fall on opening night, it sounds like Romero is certainly riffing on that theme also.
PS CALCUTTA: PRINCE OF NERVES is contained in the book SWAMP FOETUS, which was reprinted by Dell/Abyss books in the early nineties as WORMWOOD. I highly recommend it. Classy, good, creepy, intelligent zombie writing, and did I mention the genital eating sequence?
