That's the one. I'm not even a big fan of "The Prisoner" but I knew enough about it to get the jokes and I really enjoyed that one.

There's also the bit where Wiggum is giving a press conference and a reporter asks him about Mr. X's claim that the police department is using the electric chair to cook chicken:
Wiggum: Yeah, alright, this press conference is over. It's over Phil! It's over!

You may be right about that. There have been jokes since that show that I liked but as for a complete episode "Trilogy of Error" may have been the last hurrah. I love the bit in that one where Wiggum and Lou are going into a place with guns drawn. Lou asks if he can hold his gun sideways because "It looks so cool," to which Wiggum replies "Anything you want birthday boy."
As for the Africa episode, often when the Simpsons go to a foreign land the shows blow. Australia is a big exception to this but the ones in Brazil and England are horrible. The Africa one had some really off the wall stuff. I love when Homer is hungry because of the grocery bagger strike and starts digging around for stuff to eat in the house.
Homer: So hungry. There's gotta be some food left. Gopher jerky? Cream of toast? Where did we get
all this crap?
Marge: Most of it was sent by relatives who couldn't see very well.
It just had a lot of crazy stuff in it, and a lot of monkeys which always help the show. You can tell it was written by John Swartzwelder because his scripts are always a bit more looney than the other ones, and I mean that in a good way. Speaking of my favorite "Simpson's" writer, I've given up on watching this 6th season set in any kind of order so I woke up this morning and popped in "Homer the Great."
"Who holds back the electric car? Who makes Steve Guttenberg a star? We do! We do!"
I always crack up when I see the egg from earlier in that epiosde sitting at the table with the Stonecutters.
