I think it's from Kopps, a Swedish film.

Yes, it´s Kopps, a very funny movie.
The director Josef Fares is a very talented man.If you like Kopps, you should also take a closer look at his earlier film Jalla Jalla, it´s even better than Kopps.

Sadly we don´t get many Finnish films here in Sweden, although i´d love to see the Uuno Turhapuro films get released here.

Yeah, it was released in theaters. Not sure about Jalla Jalla but I'm sure I've seen the DVD. I think all Finnish DVD releases have Swedish subtitles, since it's still the official secondary language. So if you're really desperate, you can get Finnish films from www.cdon.com, for example. They even have Uuno Turhapuro films .

Yeah, Kopps is a fun film. I actually tried a while ago to make an avatar from that scene, but I didn't get the file size small enough. Adam Sandler bought the remake rights to Kopps back when it came out, but we'll see if he's going to remake it. Ever since Kopps Josef Fares has talked about hoping to make a big Hollywood film some day, so maybe he'll get to go to Hollywood.
