The quote I always remember about doping, and I can't remember where it came from, is that it's the stupid ones who get caught. I can't imagine there's a single sport where doping isn't the norm. Alright, maybe darts, but that's about it. It's got to be a very simple matter to stay ahead of the tests.

That's exactly it. Despite all the lip service, performance-enhancing drugs are the norm. Refusing to use them just means resigning oneself to being left behind. Prosecuting individual users isn't going to do a thing. They're just fall guys for the institution.
