Firstly, The Shining was 1980.
Anyway, it depends whether you count Eraserhead as horror. if not, then Suspiria is easily the best piece of the decade.

Your list also lacks Profundo Rosso, Wicker Man, Don't Look Now, Phantasm, Alien or Dawn of the Dead. Or Shivers. Or Carrie.

Suspiria... I agree with Xagarath Ankor..
I would also say that Suspria had the best horror soundtrack of the 1970's as well.

Dawn of the Dead

Much as I love "The Omen" there's really no other film that (to me) better conveys the themes of love, loss, terror, suspense, and truly palpable dread better than "Don't Look Now."

The most creeptastic feel I've had watching any movie.

I dearly wish Nicholas Roeg had made more flicks.

This post has no falseness.

My vote reads TCM/WickerMan
But there's also The Brood.

Thought the Brood was 1980. (Checks)
Nope, seems I was wrong (79). Should've mentioned it.

The point is that many of the ones I named are more worthy of inclusion than, say, The Omen; or The Shining, which doesn't even belong in the poll.

Ahhh, people arguing with Spike1983. Such blissful ignorance.
